7. Victory conditions.
7.1 Capture both starting towns by the end of week 6, day 1.
or
7.2 The opponent has only one town left by the end of week 6, day 1.
7.3 If conditions 7.1 and 7.2 are not met, a draw is declared.

Basically, that's it. We're submitting the game to the organizers for a decision, with Vova. I was sure that a draw would occur on turn 221, i.e., by the end of the first day of the sixth week.
Vova said it would be turn 231. So, I was just wandering around the map, everything was destroyed, and I couldn't kill Tazara...
