You didn't offend anyone. In general, I almost agree, once a year would be enough. If the only goal was to identify the most successful newcomer who joined this year. BUT: people want to play... And they demand a show.
In my opinion, whether there is one "Rookie of the Year" or two, the difference is small in terms of medals.
