Which faction poses the greatest challenge for the Dwarves?

I mean that Necropolis is much easier against Fortress in the early stages, while Fortress is easier in the late game. Yes, Fortress rarely survives an early rush, but playing against them in the late game is very difficult. I think that this is where the balance lies.
