"Weak demons"??

That's the problem; demons need bows at any level from 1 to 3!

You could make a mod for archers. And put it in some kind of Town Expansion or something else, so that it's playable not just for a small group of people. Otherwise, it's always like this: if you don't give demons ranged units early on, they have a weak start. And that's not good.
