As I understand it, there won't be a proper tournament in Moscow? Should I buy tickets to St. Petersburg?

You didn't experience those times.
The organizers provide:
1) a draw
2) a venue
3) coverage
4) legitimacy
5) optional prizes

Now, about the quality of the game.
Imagine – at a football championship, there are 2 matches a day for 3 days in a row... and, by the way, the matches are played with considerable effort, with a lot of practice, but often mistakes decide the outcome... remember Michurinsk ;)
True, they played for 4 minutes back then; it will be easier now :)

And the issue isn't about the absolute optimality of the scheme – there are drawbacks both here and there... but it's practically always possible to play 2 games in a week, without being completely out of the loop for 3 days...

...oh yes, I almost forgot: in Moscow, there hasn't been a single tournament yet where games are played for several days in a row, and there's no sign that this tradition will be broken anytime soon :)

P.S.: Perhaps the priorities were set incorrectly, and the qualifying tournament was considered purely a Moscow event.
This scheme is definitely unacceptable for respected players from other cities :(
But the geographical principle follows from the name – there was a similar tournament in Kyiv, but perhaps the timing wasn't convenient ;) Here, too, it's actually inconvenient in terms of timing :)
In that case, I can try the following – I'll contact Napalm and Co. and discuss the idea of gathering all the "rejects" in Kingisepp... that is, players from other cities who didn't qualify in their own regions... with a serious approach, I don't think poker will be a hindrance to anyone :D
