Second ban is a permanent ban, that's right, in my opinion!!!

According to HeroesWorld rules, the 3rd ban is permanent, but he is indeed on his 3rd one. I just don't understand why his clone is still roaming the forum, especially since the Creator was on the forum and was aware of these events ... or what then?
