Mostly? What do you mean by mostly? Yes, there are works where dragons are portrayed as intelligent. However, there are only a few such works. These are rare exceptions that are not significant compared to the generally accepted canons.

You were talking about pictures like "Dragon eats," "Dragon burns a city," "Dragon reads a book," etc.
You also eat, that's a fact. You walk, you wash your face, you watch TV, you make a website, etc. It's the same, the same everyday actions.
Should I give examples of such actions for elves, orcs, and cockroaches?

People eat, use the toilet, and sleep not because they are intelligent, but because these actions are necessary. But, I hope, it is undeniable that, in addition to physiological needs, they do many other things?
This is not applicable to dragons, which, like any animal that we can observe in the real world, are only occupied with satisfying those needs. Of course, even the dumbest of these reptiles, due to its somewhat magical nature, is considered more intelligent than many animals. Approximately at the level of a dog or even a mentally retarded child. But this "intelligence" only serves to optimize the satisfaction of those needs.

Also, I fundamentally dislike the division into human and animal, it is incorrect, because a human is also an animal. It's just that from a human's point of view, he is a more intelligent being than the rest of the animals, fungi, viruses, and plants (did I forget someone?)

Humans are intelligent. Sheep, fungi, and vegetables are not. If we are not talking strictly about biological classification, then a person cannot be easily put on the same level as speechless creatures.
