No, it can't. Dragons are animals. Humans are intelligent. Dragons behave according to their instincts and base desires. For example, they hoard as much gold as possible or burn down a city. Dragons don't plan long-term strategies. Dragons are not obsessed with intrigues, the thirst for power, or noble ideals. Dragons live a long time, so they wouldn't care about passion, even if they had the brains for it.
