Where is it actually defined?

By the end of 2007, based on the FAQ for all units except liches and sorceresses, the following algorithm was considered definitive: archers target flying units, then ground units, in descending order of unit strength.
However, as I already wrote, archers don't always follow this rule.
For example, blocked archers attack the strongest unit (not flying units). But that's not all!
Unblocked archers can also behave in an unusual way. How?
