I don't understand what you're waiting for? Instead of answering the questions you raised about the rules, people have started a discussion about which end of the egg to crack.
Post a draft of the rules and regulations with a promise to consider the wishes of potential participants, as was done in previous tournaments, and that's it.

There was no mention of the tournament format – hopefully, it will still be a Swiss system.
