The most important thing is to have a goal – for example, announce a tournament with 32 participants in a double-elimination format. The location could be Belarus, with a participation fee of $100 (compared to travel and accommodation costs, and considering it's only once a year, it's a small amount) + approximately $150 for accommodation and meals for 5 days.
The organizers would provide a house for 40-60 people with comfortable and affordable accommodation, and a well-organized and responsible tournament format (which is the most valuable and will be appreciated by those who have organized tournaments before).
AND THEN, AND ONLY THEN...
QUALIFYING TOURNAMENTS ARE ANNOUNCED... and not the other way around!!!!!!!!
