I suspect that people, due to their habit from SOD, don't restart Heroes between generations, and in TE and Lite, various glitches can occur. Or someone has the option enabled to accumulate troops in towns.

If a clear explanation cannot be found, then you can simply remove the script, but it's a WoG script, meaning it's embedded somewhere deeper than the TE scripts.
