In Minsk, we could organize a tournament; I think there will definitely be 16 players. The question is, what kind of final will it be?
It's clear that no one will put up their own money.
So, what are the questions?
Where?
When?
And what's the financial benefit?

If possible, I'll answer.
1. Organizers conduct their own qualifying tournaments as they see fit. Full TE, Olympic format, and a $100 entry fee – if you decide to, you can do it.
2. Time – it would be good to finish before May of next year because the final is scheduled for that time.
3. Financial benefit. At first, I thought about making the entry fees, say, 1000 rubles per participant (6 qualifying tournaments with 14-16 people each, how many would that be?), but when I talked to the players in the chat, I realized that the vast majority are against entry fees. Some have money problems, and others simply don't like this kind of financial approach.

You can hold your own qualifying tournament in Minsk on any terms that suit you; the main thing is that three finalists are selected. In addition, 18 more people will be selected in six other cities.
Then, the finalists – approximately 18-22 people – will vote on where, when, and on what terms to play. In addition, TE-Lite would be a good compromise between TE players and SoD players; no one would have a reason to slam the door. The fact is that a unifying tournament and a legitimate champion of the Heroes world are long overdue.
Well, if they vote to play the final with entry fees, that's their right.

In my opinion, it would be interesting if the final was in Kingisepp, Top 16, Olympic format,
$100 per person (prizes for the Top 3).
It's clear that this isn't about making a profit, but simply to increase the players' responsibility.

Ideally, the final needs a city where Heroes are the priority, and everything else is secondary, including poker and buffets. There are events where relaxation is the main thing; let's have at least one full-fledged tournament. Otherwise, it might turn out that we just promote Kingisepp, and that's it – and there, poker will traditionally be the main thing; the Heroes final will either not take place or will be formal. Those who come to play Heroes will leave extremely dissatisfied. This would be a failure for the Heroes community, considering how much effort and time has already been invested in it; people might not be able to gather for a new unifying tournament.
I'm not advocating for Michurinsk. If people vote for a city where they want to play the final, and the organizers guarantee that the final will be played as it should be for the most important Heroes event of the year, then I will vote for that city myself – Kingisepp, St. Petersburg, Moscow… it doesn't matter.

By the way, the qualifying tournaments can be a barometer of what will happen in the final.
A qualifying tournament was held in Michurinsk, and I would be happy with that kind of final. I'm not talking about tournament creativity, but about the overall friendly atmosphere and the spirit of Heroes. After all, there was time for cards and a feast, but not at the expense of the tournament.

The Olympic format is not good; a bad respawn, and that's it – you're out, while in the Swiss system, even with one loss, a person still has a chance to be at least in the top three. And many people want to play more than one game, especially since people will travel so far for the final.
