The weighted average attack of all units (including neutrals) is 11, and the weighted average defense is 10 (meaning that, on average, units deal 5% more damage than their base damage).
Based on the figures above, we can make an estimate:
A Fairy (2;2) receives, on average, 45% more damage than the attacker's base damage, and deals, on average, 20% less of its own base damage.
Also, for example, a Phoenix (21;18) receives, on average, 22.5% less damage than the attacker's base damage, and deals 55% more of its own base damage... Based on these calculations, a coefficient can be derived for each unit, taking into account its attack/defense characteristics.

I suggest coefficients of 2 to damage for an unanswered attack and 1.5 to damage for a double attack.
