It's also impossible to track when a map is being exploited. So, I don't consider this argument in favor of the bug being a major issue!
But, I think this is a matter of definition (after all, map hacking is undoubtedly a bad thing...) and acknowledging the current state of affairs. Since almost everyone uses it, everyone is on equal footing, and this "feature" isn't a decisive advantage in the game, it's simply easier to explicitly include it in the rules (as Mr. vbn intends). Forcing everyone to unlearn how to exploit the map is, in my opinion, not very feasible...
