On 131 you get 10 cyclops, and there are 5 bears... it's stupid to even compare, especially since 3 bears on 121 will take a lot of things, while you can't just throw cyclops as one of the strike stacks into the minimum in Dragon Utopia even on the 3rd. Judging by your calculation, 16 cyclops by 131 might be possible if an external dwelling of cyclops with buyouts was taken from the second week, and the cyclops themselves were at the castle on 117; but if the external dwelling was taken on the 2nd week, who knew on the first that they needed to develop into cyclops. Moreover, compare this layout.
on 131: 5 bears and 11 cyclops or 3 bears and 16 cyclops.
P.S. And in the case of going for bears, there is a free day to build the market, which combined with markets in secondary towns almost guarantees their construction both in terms of gold and crystals, but it's harder to find 20 little reds for cyclops, especially without a market. All IMHO
