Changes have been made to the Chinese rules regarding restarts:
Mandatory restarts - if there is no path to the home town and if water appears on the map.

But the balance doesn't seem to be affected by the AI :confused: Maybe it's better to leave it as it was - based on the absence of a path to the home town?
