So, now the question is, why do we even need WOG? What can't we do without it? There's no balance there anyway, and what if we add a new town, as originally planned for Armageddon's Blade?

Well, not necessarily for Armageddon's Blade, it could be for The Shadow of Death. In general, it seems like Forge was planned to replace the elemental town, but they eventually decided to make it elemental after all.
If we find out from other teams how to add a town, then it's all possible.
