Which starting-level magic is the best in Utopia?

But no, we know the theory a little, no double strikes!!! ... this isn't Heroes 1 or Heroes 2. It adds to the normal damage another + the amount of one more basic unit damage, without any modifiers, so it's far from a double strike. In general, the skeletons with a skill of 1-3 hit for at least all 3 :)
