Solmyr, Demeer, and Aislin are cheaters (and/or) kamikazes; do the rest have a right to exist?

as for non-combat mages, I don't think there's anything to think about - it's long overdue to unban them.

I also agree 100%. Loins and Co. simply fell under the same category. So, unbanning such mages is more of a technical issue - I don't even think there's a need to vote on it. Change the rules and notify the players, and that's it - the gameplay will hardly change, but the rules will improve.
P.S. My gut feeling tells me that they won't reject reports with a stat-based Alamar instead of Shakti, or Loins instead of Vali)))
