Regarding version 2.1 – without diplomacy, considering the level of aggression of neutral factions on popular map templates, joining won’t be possible.

Neutral factions that are placed on the map during generation without diplomacy will not join. However, neutral factions that appeared at the beginning of the month readily join, even without diplomacy. Apparently, the rule is written for this case. Although, in my opinion, it could also be written like this: "It is forbidden to join any troops"; let diplomacy handle the option of paying them off.
