Not necessarily. As far as I know, there is no established procedure for making changes to the rules; if I'm wrong, please correct me.

Rules are important; they significantly affect the interests of all players. Perhaps it's not worth simplifying the procedure for making changes to them. For example, changes to a constitution usually require a qualified majority (67 or 75%) and more than one vote.

With a procedure that is too simple, the rules may change frequently and unsystematically, which will only complicate their application. The ease of use of the rules is determined not only by their brevity but also by their consistency.
