Amendment to section 5.2.1 of the Hv rules (regarding quick-cast spells).

In the new thread, the question is incorrectly phrased. There should be a choice between 2 options, not 3. If 50% is sufficient, why haven't the changes already been implemented? The poll on this topic ended a long time ago.
