The damage dealt is negligible. And it's easy to catch and counter Dark Magic with other mages and find spells to do so. I don't think there will be a situation during a battle where it's optimal to use Devastating Ray. If there's high Dark Magic resistance, and good spells available, it's better to use mass slow or berserk spells, etc.
