Hello, if you don't include the Necropolis patch, then what's the point of having Necromancy with skeletons?

If there's no Necropolis patch, then what's the point of having the Town Enhancement? :D
Actually, I just heard about that game, and it seems like it was on SOD, but I'm not sure.
