I have a different opinion. The largest bonus from two heroes is summed up – the bonus from the tactician and the bonus from the hero with an advanced class and artifacts. Simply put, if the army consists of a pure tactician and other heroes do not have advanced classes related to morale, luck, attack, and defense, then give all the artifacts with morale, luck, attack, and defense to any other hero, but not the tactician. If the tactician has an advanced class that gives +1 or +2 morale to the army, then only give morale artifacts to him, and give the rest to another hero. And so on.

I tried with amulets. It is necessary to distribute shields with amulets to all heroes. The amulets will work.
