Is it possible to play Heroes online with players from different cities?

I live in Samara, and my friend lives in Saratov. Can we play Heroes together online? We both have version 3.1, Tribes of the East!
If so, how can we do it (a link would be great)?
P.S. I want to play specifically with him, as if we were just connecting two computers!
