It has been estimated that at level 20, Orah casts spells more often than other heroes with spellcasting skills, but only by a small margin (11 casts for Orah versus 10 casts for another hero). There may be some inaccuracies, but overall, it seems that she doesn't have a significant advantage over other heroes.
In any case, Orah is a good choice, just like Razzak (on large maps).
