Two characters fit the description: a doctor (loosely) and a stalker (more likely, but doesn't fit with the murder of Ple-Sen, see below).
By the way, the newspaper is called "City of Dead Love"...

Ple-Sen was brutally murdered in his own home. The killer first inflicted several blows to the chest of the victim, and then cut off his head.

-Series or not, but they haven't killed like that for a long time,- the other grumbled.

It wasn't peaceful in Kash's house. An armed squad broke into his house in the middle of the night and conducted a thorough search.
Someone also broke into Siverfale's house. When the owner woke up, he found complete chaos in his office, but fortunately nothing was stolen.
Neyra Drake walked cheerfully down the street. She felt great.
Revan. He didn't look very happy, the poor guy clearly didn't get enough sleep.
