open autoexec.cfg (it's in My Documents - My Games - HoMM5 - Profiles - your profile) and at the very bottom, before mainmenu, add setvar dev_console_password = schwinge-des-todes

P.S.: Did you click "Save Changes" in the Tweaker? I just checked. The Tweaker enables it.
