On large maps, Razaz is many times better than Hafiz, as, all other things being equal, Razaz's specialization is superior. Moreover, he initially has defense, but try to counter that with Hafiz! Hafiz's war machines are useless in the late game; they offer little benefit in prolonged duels. As for the start, this is less important in the late game than in small battles (although it still has some significance), but even here, Razaz, if he loses, doesn't lose by much.
