I've encountered this problem before... look at the file size... if it's around 1 KB, it means the problem is that the game is installed in a directory with a Russian name... for example, I had it like this: E/Games/Heroes... I reinstalled Windows and the game, but this time I installed it directly on the drive, i.e., I got rid of the "Games" folder, and now everything is fine.
