Chaos is effective in battles with small armies. And if it's an army against an army, then the dark mass-effect spells are very useful (Slow, Dispel, etc.), as it's better to blind, say, 100 elves than to kill 20. Chaos is worth taking only for the Withering Flame spell, and even then, not always.
