I think this is exactly the case where the risk is justified because the Griffin Conservatory 3+ has already been scouted, and it needs to be taken at the start of week 2, which is tough without angels. I would take the external dwelling in a real game.

One angel doesn't decide the outcome, but that way you throw the game. You can take the external dwelling after the growth, and then the Conservatory.
In a fun game, I would also take the risk. But if the result is paramount, then the risk is very high.
