The developers have stated this many times!!! The special ability is intentionally made unattainable!!! Because it's not mandatory!!! If you played the game as best as you could throughout, you'll receive a bonus at the end in the form of this ability!!! And, as stated in the developers' responses, THEY ARE NOT PLANNING TO LOWER THE BAR!!!!!!!!!!!!!!
No, the developers didn't quite get it right; they should have made it a little more accessible... Otherwise, it's the same whether you have it or not...:(
