Well, it depends on luck. Once, I encountered a guard of 47 monks on the grass; I didn't take the angel's lair, but I did manage to build angels in the first fort.

By the way, can you tell me if there are fewer unupgraded archers than upgraded ones? ... I encountered 18 or 19... just regular archers.

In general, there's a very large variation in what's generated... the same objects can be guarded by completely different army strengths, and not depending on the type of your troops - sometimes it's 2-3 times harder to break through.
