I believe that the organizers should have maximum freedom in choosing the conditions for the qualifying rounds.
Peter thinks that more time is needed, a full testing phase and the New Year holidays mean that this should be taken into account.
Michurinsk believes that the SoD (Siege of Dragons) format, 3 days - 5 rounds, and the deadline of the end of September, means that this should also be the case.
Because there is no point in arguing over minor details, especially now, when nothing has been done yet.
The organizer takes full responsibility for the qualifying round and, in return, determines the rules.
It is still necessary to write the regulations first, and only then hold the qualifying rounds, otherwise nothing will come of it. :(
Everything I said is just my opinion.
I wish you good luck in this endeavor.
For my part, I can only participate as a spectator in the qualifying round in Moscow, and come to the final in Michurinsk... :)
