Is it necessary to have 2 heroes per castle?

At the start, having three heroes at once can sometimes be helpful (the starting hero and two purchased ones).
Later, when a secondary, unbuilt Castle is captured, it depends on the circumstances. Sometimes it's actually better not to buy anyone at all, but to save money and build a market instead.
