Fantasy is fantasy, but there should still be justice. In my post, I didn't say that all elves are so bad that they became hostile towards their dark brethren. But there's always someone who turns the misfortune of a people to their own advantage. Agree that the existence of entities independent of him was unpleasant for the elven king. So, this is more about the philosophy of rulers, rather than all elves.
