Победитель
Auto-translated
A bonus doesn't mean adding units to characteristics; for example, there are bonuses like: +50% damage to fire element spells (Phoenix Feather Cloak), +50% to spells that use lightning (Trident of Titans).
Windtracer Boots, as I understand it, are speed boots; they increase the speed of CREATURES (their characteristic is slightly different from the characteristics of heroes).
You can find a complete list of artifacts and their bonuses here: http://heroes.ag.ru/heroes5/artefacts/all/.
