Appeals Committee. Disputed situations in tournaments.

I was thinking about this. Maybe everyone will criticize me now, but...
A permanent ban in Might & Magic: Heroes shouldn't be a lifetime sentence. Everyone should have the right to a second chance. If someone tried to cheat and failed, then realized their mistake and repented, maybe a one-year ban would be enough. And if the person learns from their mistake, improves, and shows remorse, why not give them a second chance? Even in criminal law, they usually don't give lifetime sentences.
