Maybe because it's the most popular when there's a free choice, and the organizers want to attract more people to participate in the tournament? It's all democratic; if there are many opponents for the CM, then most of the matches will be played on other templates, and I think the organizers will also take into account the wishes and, as promised, divide them into groups as needed. Although, the experience from Besta shows that some comrades who spoke out against the CM somehow still played on this template after all :)
