Well, whether Ivor or Shakti is better is still debatable. There's also the hero Bron, who theoretically can kill any non-magic creature. :)
As I understand it, the author of the topic meant the question of which hero, with the maximum starting army, has the best chance of winning under these conditions, given skillful management. I have already answered this question – Ivor, provided that the troops can be split, and of course, with magic, it's Ciel. And of course, this is just my opinion and nothing more ;)

In general, I am very interested in the question of the effectiveness of starting heroes in the first days of the game. For example, against ranged units, Luna is worse than Ciel, and so on. Again, perhaps with a conditional division of the starting (and nearby) respawn point based on the density of various buildings.
Against ranged units, rampart, barbarian, and swamp are very effective (within reasonable limits, of course), and with skillful management
