Which hero is the best at level 1-1-1?

Today, I was riding in a minibus and, out of boredom, was pondering. Undoubtedly, Ciel is in 1st place, followed by Ivor, then Shakti or Gosha. This is the answer to the question in the topic (assuming that troops can be divided in any way and morality is not taken into account). The effectiveness of heroes when completing a map is a completely different question.
