Which hero is the best at level 1-1-1?

The effectiveness of heroes when playing a map is a completely different question.

I am very interested in the question of the effectiveness of starting heroes in the early days of the game. For example, against ranged units, Luna is worse than Cyelia, etc. Perhaps, it could be based on a conditional division of the starting (and nearby) spawn area according to the density of various buildings.
