Which hero is the best at level 1-1-1?

Today, I was riding in a minibus and, out of boredom, was pondering. Undoubtedly, in first place is Ciel, then Ivor, followed by Shakti or Gosha – this is the answer to the question in the topic (assuming that troops can be divided in any way and without considering morale). The effectiveness of heroes when completing a map is a completely different question.
