Hmm. What if a conspirator goes to recruit, and another Briton goes to kill, and the conspirator runs into the head of the concentration camp - that's 2 kills in one night from a single intelligence operation... that's not right. Fix it, boss.

We need to think about this more. Generally, yes, someone below already answered with an analogy to the Demonologist, who could kill even if it was only 2 people per night. We could, of course, "nerf" our Conspirator agent a little more, but is it necessary...?
