Earls or Jarls.

Personally, I think it depends on the situation. You can leave the Thanes as they are; upgrading them to Earls doesn't really improve them much (one lightning bolt at a distance... it's not very effective). If the enemy is expected to have dense troop formations, it's better to delay the upgrade; otherwise, I think Earls are more useful.
