I confirm.

I declined a restart in favor of Utopia, and that was a mistake.
There's only one path to the Fortress's secondary resource, and I have no money.

In the fourth week, I took Utopia-Dwelling, and they didn't give me any artifacts for parameters at all, only army (Boots of Resistance and Red Orb). I couldn't withstand the assault...
