if these cheaters are controlled by the computer, most of them can be killed with a simple jumping kick. If the opponent shoots in the air (Kabal, Liu Kang), attacks with an axe (Knight), or throws grenades (Striker), you first need to run a bit, then jump and attack (preferably with a low kick)... it works almost with everyone, although not always.
